The Haryana Public Service Commission (HPSC) has released the Scheme, Pattern and Syllabus for the post of Manager (Personnel), Group-A, in Haryana State Warehousing Corporation (HSWC), against Advertisement No. 01/2026 (published 01 January 2026), vide an official announcement dated 13 August 2026. The complete unit-wise syllabus PDF is available at hpsc.gov.in. The selection process has two stages: a Subject Knowledge Test (150 marks, 3 hours, subjective type, English medium) and an Interview. Important Note: Three things every candidate must understand about this exam before starting preparation. First, the Subject Knowledge Test is descriptive and subjective, not MCQ – it is a 3-hour written paper in English requiring detailed, structured answers on management concepts, models, frameworks and numerical problems. Simply revising topics conceptually without practising written answer formats will leave you underprepared for the 3-hour time constraint. Practise writing full-length descriptive answers, especially for models and numerical topics (ratio analysis, capital budgeting, leverage calculations in Units IV and V, and statistics in Unit VIII). Second, the syllabus is breadth-heavy – all 10 units from management basics to entrepreneurship are fair game. While HR (Units II and III) would be expected given the post is Manager Personnel, the syllabus also includes full financial management (Units IV and V), marketing (Units VI and VII), statistics and operations research (Unit VIII), international business (Unit IX) and entrepreneurship (Unit X). Do not specialise in HR alone. Third, this is a 1-post recruitment – with only one vacancy, competition for the interview shortlist (3 candidates called) is intense at the written stage. A score comfortably above 35% in the written test is necessary to have a realistic chance of being in the top 3. Target significantly higher than the 35% qualifying mark.

Preparation Strategy for HPSC Manager (Personnel) 2026

Step 1 – Prioritise Units II, III and IV first, as these are directly most relevant to a Manager (Personnel) role. Unit II covers core OB and HRM, Unit III covers strategic HRM and industrial relations, and Unit IV covers financial analysis skills needed in any management role.

Step 2 – Do not neglect Units VI through X. With only 1 post and 3 interview slots, the written paper determines everything. A well-rounded preparation that covers marketing, statistics, OR and international business scores higher in descriptive answers.

Step 3 – Prepare numerical topics separately. Units IV (Ratio Analysis, Leverage, CVP), V (Capital Budgeting, Working Capital), and VIII (Statistics, PERT/CPM) all involve numerical questions. Step 4 – Write answers in structured format. For conceptual topics: define, explain, diagram or model if applicable, give example. For strategic topics (Units VI): SWOT, BCG, Porter’s are all diagram-friendly; practise drawing and labelling them quickly. For HR topics (Units II and III): know specific theories by name (Maslow, Herzberg, Vroom, Adams, etc.) and be able to compare them.

Step 5 – Attempt past HPSC/HCS management papers. HPSC has held management officer examinations before; past papers reveal question patterns and expected answer depth for the 87.5% weighted written stage.

Step 6 – Prepare for the interview separately. With 12.5% weightage, the interview matters. Prepare current HR and industrial relations issues, labour laws (Industrial Relations Code 2020, Code on Wages), warehousing sector context (HSWC’s role, Food Corporation of India linkages) and your own subject knowledge for in-depth questioning.
