HNBGU GROUP B NON-TEACHING RECRUITMENT 2026

Hemvati Nandan Bahuguna Garhwal University (HNBGU), a Central University located at Srinagar Garhwal, Uttarakhand – 246174, has issued Notification No. HNBGU/RECT/NT/2026/55 dated 07 August 2026 for Direct Recruitment to 27 Group B Non-Teaching posts across 12 post categories including Assistant, Private Secretary, Personal Assistant, Junior Engineer (Civil and Electrical), Assistant Engineer (Civil), Senior Technical Assistant (Auto CAD, HAPPRC and ICT), Horticulturist, Assistant Information and Public Relation Officer and Sports Coach. Pay is at Level-06 or Level-07 of the 7th CPC Pay Matrix. Applications are submitted online only through the SAMARTH portal at hnbgunt.samarth.edu.in, which opens on 17 August 2026 and closes on 16 September 2026 at 6:00 PM. Application fee is Rs. 1,000 for General, OBC-NCL and EWS and Rs. 500 for SC, ST, PwBD and Women candidates. There is no interview for any of these posts. The University may conduct a written test or skill test as applicable.

Important Note: Three things every applicant must verify before paying the fee. First, the application portal opens on 17 August 2026 and is not yet live – do not try to apply before 17 August. The last date is 16 September 2026 at 6:00 PM. All eligibility conditions – age, qualification and experience – are reckoned as on the last date of application submission (16 September 2026). Second, each post carries specific and non-interchangeable experience requirements – for the Assistant post, 3 years as UDC or 8 years as LDC in Government or equivalent is required; for Junior Engineer, 1 year with a degree or 3 years with a diploma; for Assistant Engineer, 3 years as Junior Engineer. Experience from non-government organisations is counted only if the organisation has an annual turnover of Rs. 200 crore or more, supported by Form-16. General or unrelated work experience will be rejected at the screening stage. Third, OBC-NCL and EWS certificates must be issued on or after 1 April 2026 to be valid for this recruitment – older certificates, even if not yet expired by their own terms, are not accepted. Obtain fresh certificates before applying. The English version of the notification prevails in case of any discrepancy.

Eligibility Criteria – Post-wise

1. Assistant – 12 Posts, Level-06
Bachelor’s degree from a recognised University or Institute, plus at least 3 years of experience as UDC or equivalent (Level-4) in a Central or State Government, University, PSU or Central or State autonomous body, or 8 years of experience as LDC or equivalent (Level-2) in similar organisations. Working knowledge of computer applications, noting and drafting is required.

2. Private Secretary – 1 Post, Level-07
Bachelor’s degree from a recognised University or Institute, plus at least 3 years of experience as Personal Assistant in a University, research establishment, Central or State Government, PSU or other autonomous body. Stenography speed: 120 wpm (English) or 100 wpm (Hindi). Typing speed: 35 wpm (English) or 30 wpm (Hindi). Knowledge of computer applications required. Skill test: 10 minutes dictation at 120 wpm (English) or 100 wpm (Hindi); transcription in 50 minutes (English) or 60 minutes (Hindi).

3. Personal Assistant – 1 Post, Level-06
Bachelor’s degree in any discipline from a recognised University or Institute. Stenography proficiency at a minimum of 100 wpm (English) or Hindi equivalent. Typing: 35 wpm English or 30 wpm Hindi. At least 2 years of experience as Stenographer or equivalent in a Central or State Government organisation, University, research institution, autonomous institution, or a reputed private institution with annual turnover of Rs. 200 crore or more. Knowledge of computer applications required. Skill test: 10 minutes dictation at 100 wpm; transcription in 40 minutes (English) or 55 minutes (Hindi).

4. Senior Technical Assistant (Auto CAD) – 1 Post, Level-06
B.Tech with a Diploma in Auto CAD, or a Master’s degree in Physics, Mathematics or Computer Science with a Diploma in Auto CAD.

5. Senior Technical Assistant (HAPPRC) – 1 Post, Level-06
Master’s degree in Biotechnology, Microbiology, Biochemistry, Environmental Science, Agriculture Science, Plant Science (including Medicinal and Aromatic Plants) or Botany from a recognised University.

6. Assistant Engineer (Civil) – 1 Post, Level-07
First Class Bachelor’s degree in Civil Engineering from a recognised University or Institute, plus 3 years of experience as Junior Engineer or equivalent in State Government PWD, a similar organisation, University system, or a reputed private organisation with annual turnover of Rs. 200 crore or more. Knowledge of CAD and relevant management or design software is desirable.

7. Junior Engineer (Civil) – 2 Posts, Level-06
Bachelor’s degree in Civil Engineering with 1 year of relevant experience, or Diploma in Civil Engineering with 3 years of relevant experience in CPWD, State PWD, similar organised or statutory or autonomous bodies, Central or State Universities, or a reputed private construction company with Rs. 200 crore or more annual turnover. Knowledge of AutoCAD and relevant software is desirable.

8. Junior Engineer (Electrical) – 2 Posts, Level-06
Bachelor’s degree in Electrical Engineering with 1 year of relevant experience, or Diploma in Electrical Engineering with 3 years of relevant experience in CPWD, State PWD, similar organised or statutory or autonomous bodies, Central or State Universities, or a reputed private construction company with Rs. 200 crore or more annual turnover. Knowledge of AutoCAD and relevant software is desirable.

9. Senior Technical Assistant (ICT) – 3 Posts, Level-06
B.E. or B.Tech (Computer Science or IT), or MCA or equivalent, or M.Sc. (Computer Science or Information Science) from a recognised University or Institute, all with at least 55% marks. Plus 3 years of relevant experience in software development or maintenance.

10. Horticulturist (Campus Development) – 1 Post, Level-07
M.Sc. Agriculture (Horticulture specialisation) or M.Sc. Horticulture with Floriculture, with 3 years of experience in oriental gardening, floriculture or landscape gardening in a University, Government or semi-Government organisation; or M.Sc. Botany (Horticulture specialisation) with the same 3 years of experience; or B.Sc. Agriculture (Horticulture elective) with 5 years of equivalent experience in any of these areas.

11. Assistant Information and Public Relation Officer – 1 Post, Level-06
Master’s degree in Journalism and Mass Communication with 55% marks or equivalent grade from a recognised University or Institute, or a Master’s degree in any discipline with First Division plus a PG Diploma in Journalism and Mass Communication. At least 3 years of experience in the editorial department of an established ABC-accredited newspaper, national news agency, radio, television, film media, or a reputed advertising agency. Excellent command of English, Hindi and the regional language is required.

12. Sports Coach – 1 Post, Level-07
Master’s degree in Physical Education, plus a Diploma in Coaching from NIS or an equivalent qualification from a recognised University or Institution. Desirable: competence in coaching at least two games at national or international level; 2 years of coaching experience on the payroll of any organisation or institution.

Q6. What experience is required for the Assistant post?

Q7. Is experience from a private company counted?
