Stage 1 – Preliminary Examination
The Preliminary Examination is a screening test only. Its marks are not counted in the final merit list. It consists of one paper of 100 objective type multiple choice questions carrying 100 marks, with a duration of 2 hours. Each correct answer carries 1 mark. For every wrong answer, 25 percent of the marks assigned for a correct answer is deducted. Questions left unattempted carry zero marks and attract no penalty. Candidates securing the qualifying marks decided by the Commission are admitted to the Main Examination in a ratio of up to 10 times the number of vacancies in each category.
Stage 2 – Main Written Examination
Four papers, all subjective and descriptive answer type, totalling 600 marks.

Stage 3 – Personality Test
Candidates securing qualifying marks in the Main Written Examination are shortlisted for the Personality Test in a ratio of 1:2, subject to a minimum of 5, with reference to category-wise vacancies. The Personality Test carries 50 marks.
Final Merit: The Select List is prepared on the combined marks of the Main Written Examination and the Personality Test, out of 650. Where two candidates score the same aggregate, the candidate with higher marks in the Written Examination is placed higher. If the tie still persists, the older candidate by date of birth is placed higher.
