Eligibility Criteria

Age Limit (as on 1 July 2026): For Judicial & Legal Academy PA and Stenographer Grade-3, candidates must be between 21 and 42 years (born between 2 July 1984 and 1 July 2005). For all other posts, candidates must be between 18 and 42 years (born between 2 July 1984 and 1 July 2008). Age relaxation includes 5 years for SC/ST/OBC (Uttarakhand), 10 years for Divyang candidates, 5 years for Freedom Fighter dependents, and service-period deduction with a maximum 3-year overage for Ex-servicemen.

Educational Qualification (varies by post):

Personal Assistant (most posts): Intermediate (12th pass) from a UP/Uttarakhand board, Hindi shorthand at minimum 80 wpm, and Hindi typing at minimum 4,000 key depressions per hour on computer.

Personal Assistant (Judicial & Legal Academy only): Intermediate plus a one-year shorthand/typing certificate/diploma, English shorthand at 100 wpm, Hindi shorthand at 80 wpm, and computer typing at 4,000 key depressions per hour.

Stenographer (Public Service Tribunal): Intermediate, with English and Hindi shorthand at minimum 80 wpm and English and Hindi typing at minimum 40 wpm.

Stenographer Grade-3 (Power Transmission): A Graduate degree from a UGC-recognised university, knowledge of Devanagari script, English shorthand at 80 wpm, Hindi shorthand at 60 wpm, Hindi typing at 6,000 key depressions/hour, English typing at 7,000 key depressions/hour, and a minimum 3-month MS Office certificate course.

Stenographer Grade-2 (State-wide): Intermediate with bilingual stenography proficiency (Hindi: 80 wpm shorthand/25 wpm typing; English: 80 wpm shorthand/30 wpm typing), MS Office working knowledge, and a minimum of 3 years of relevant experience.

Domicile/Registration Requirement: Candidates must satisfy at least one of the following: registration at the Uttarakhand Sewayojan (Employment) Office before the application closing date, an Uttarakhand domicile/permanent residence certificate, or having passed High School and Intermediate from Uttarakhand-recognised institutions.

Reservation Structure

Vertical Reservation: SC – 19%, ST – 4%, OBC – 14%, EWS – 10%.

Horizontal Reservation: Women – 30%, Ex-servicemen – 5%, Freedom Fighter dependents – 2%, Orphans – 5%, Skilled Sportspersons – 4%, Persons with Disabilities (Divyang) – 4%, Uttarakhand State Movement Agitators/dependents – 10%.

Selection Process

Stage 1 – Written Competitive Examination: An objective-type, offline test of 100 marks over 2 hours, with a syllabus related to the educational qualification of the post. Qualifying marks are 45% for Unreserved/EWS/OBC and 35% for SC/ST. Negative marking of 1/4 of the allocated marks applies for wrong answers; multiple options marked are treated as wrong.
